The special education team ensures the implementation of the Individuals with Disabilities Education Act (IDEA). To achieve this, we provide guidance and resources to our state's educators and families so they can engage in the vital work of providing Idaho students with disabilities the opportunity to learn, grow, and reach their potential.
Through collaboration with our education partners, we provide a support-focused framework that allows our educators and families to meaningfully engage in providing students with the quality education that all students deserve.

Proposed 2025 Idaho Special Education Manual
The Idaho Special Education Manual (Manual), incorporated by reference into the Idaho Administrative Procedures Act (IDAPA), serves as the foundation for ensuring the state’s compliance with the Individuals with Disabilities Education Act (IDEA) throughout Idaho’s public school system. Over the past year, the Manual has undergone a comprehensive review to enhance alignment with IDEA requirements and address feedback from both federal and state education partners regarding its implementation in Idaho. In accordance with the IDEA, the Idaho Department of Education is required to provide an opportunity for public input before adopting or revising any policies or procedures outlined in the Manual.
CFR 34 §300.165 Public Participation
Prior to the adoption of any policies and procedures needed to comply with Part B of the Act (including any amendments to those policies and procedures), the State must ensure that there are public hearings, adequate notice of the hearings, and an opportunity for comment available to the general public, including individuals with disabilities and parents of children with disabilities.
Before submitting a State plan under this part, a State must comply with the public participation requirements in paragraph (a) of this section and those in 20 U.S.C. 1232d(b)(7).
Written comments may be submitted directly by using the Public Comment Form. Comments will be accepted until June 8, 2025.
