New Data Elements Required by 2020 Legislation

With the passage of the Governor’s HB523, which created the new Advanced Professional Rung on the career ladder, and HB624, introduced by Chairman Mortimer to phase out the master educator premium, new data elements will be required for instructional and pupil service staff evaluations. These new laws go into effect on July 1, 2020 but require additional data from FY2020 staff evaluations.

The application to upload staff evaluations to the Career Ladder Data System is currently offline, while developers make the needed changes. Those changes are expected to be completed by the end of May.

Districts will have until August 21, 2020 to upload the new data elements required. The Supt.’s Technology Services Group, in coordination with Public School Finance and staff supporting effective instruction will be holding webinars over the next few weeks to discuss the required new data elements and answer questions. We recognize that this will mean significant work and will support you in those efforts.

The additional data elements are the following for the Advanced Professional placement on the career ladder:

  1. Overall rating of Proficient or higher (not just proficient)
  2. No components rated Basic or Unsatisfactory
  3. A Distinguished rating in Domain 2, 3, or equivalent
  4. Show that 75% or more students met the measureable student achievement indicators. This must be reported as the actual percentage to the hundredths place.
  5. Have had a renewable cert for 8 years or more or 3 years of interim and 5 years renewable (8 years total)
  6. Have performed a leadership role for 3 of the past 5 years or this most recent year. Fields will include type of leadership role they performed based on the six categories identified in HB523
  7. Have a written recommendation from the district

The additional data element required in HB624 is that for all evaluations, districts shall report the actual percentage of students that met the measurable student achievement indicators.
