Every Student Succeeds Act (ESSA) Consolidated Plan
The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA) requires each state to develop and implement a single, statewide accountability system, the Consolidated State Plan. In consultation with stakeholders, Idaho first developed and submitted its Consolidated State Plan to the U.S. Department of Education in 2017. The plan was approved by the U.S. Department of Education in March 2018.
The Idaho Department of Education continues to improve the accountability and support systems based on the stakeholder feedback and annual evaluation.
Public Comment Period
The Idaho State Board of Education and the Idaho Department of Education (IDE) are seeking public feedback on proposed amendments to Idaho’s Every Student Succeeds Act (ESSA) Consolidated State Plan, including updates to English learner (EL) reclassification criteria and plans to develop a growth indicator for students taking WIDA Alternate ACCESS. The IDE collected feedback from key education committees, including the English Language Proficiency Assessment – Advisory Committee, the Accountability Oversight Committee, and the Idaho Technical Advisory Committee, to ensure alignment with federal requirements and best practices.

Current Amendment Pending Approval
The State Board of Education and the Idaho Department of Education are requesting feedback from the public on proposed amendments to Idaho’s Every Student Succeeds Act (ESSA) Consolidated State Plan. Proposed changes include updated long-term goals and measurements for interim progress for all students and subgroups, a new methodology for determining long-term goals, and an adjusted growth model for creation of student’s ISAT growth targets.
