Every Student Succeeds Act (ESSA) Consolidated Plan
The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA) requires each state to develop and implement a single, statewide accountability system, the Consolidated State Plan. In consultation with stakeholders, Idaho first developed and submitted its Consolidated State Plan to the U.S. Department of Education in 2017. The plan was approved by the U.S. Department of Education in March 2018.
The Idaho Department of Education continues to improve the accountability and support systems based on the stakeholder feedback and annual evaluation.
Announcement
The Idaho State Board of Education and Idaho State Department of Education are in the process of developing a Consolidated State Plan Amendment with new approaches for the following:
- New long-term goals and measurements of interim progress
- A revised calculation for creating individual student growth targets
Before these changes are written into a proposed Consolidated State Plan amendment, we want to hear directly from stakeholders. Please click below to register to participate in a focus group:

- Focus Group 2: Monday, April 1, 2024 from 4:00pm-5:30pm
- Focus Group 3: Monday, April 8, 2024 from 1:00pm-2:30pm
